As Hollywood and the broader entertainment industry continue to grapple with production shifts overseas, a major professional organization for talent managers is stepping into the legislative fray. The National Conference of Personal Managers (NCOPM) has officially thrown its support behind a bipartisan bill aimed at reversing that trend and safeguarding American jobs.
The organization announced its endorsement of the Motion Picture, Television, and Entertainment Revitalization Act (MPTERA) on October 8, 2026, in Washington, DC. NCOPM now joins a growing chorus of entertainment and workforce advocates pressing Congress for swift passage of the legislation.
At its core, the bill would create a new federal incentive specifically designed to bolster domestic film and television production. The goal is straightforward: keep entertainment jobs rooted in the United States rather than watching them migrate to countries offering more attractive tax breaks and subsidies.

Allen did not mince words about the stakes involved. “This is a jobs-and-competitiveness issue, plain and simple. The Motion Picture, Television, and Entertainment Revitalization Act is the kind of bipartisan solution that helps protect American workers and strengthens an industry that supports communities nationwide, not just in Los Angeles and New York. NCOPM is proud to stand with other entertainment industry advocates calling for swift passage,” he added. He further noted that the organization stands “proudly alongside AFM, DGA, IATSE, MPA, SAG-AFTRA, WGA, and numerous other organizations across the entertainment industry in shared solidarity.”
